Sir.
I have the honor to state that I arrived at Macon Miss on the 24th and commenced business connected with my Office on the 25th Ult. I found papers and books in rather bad condition - My presence was needed much, as the town was full - overflowing with Planters and Freedmen. They all seemed to have important business with this Bureau. I settled difficulties as rapidly as possible, imprisoned some and fined others for violating Contracts. I have adopted the system of giving passes to all Freedmen, who are employed in this City, and arresting those, who are roving in idleness. It has had a beneficial effect. The last several days have been quiet, but little complaint from either party. I am becoming acquainted with the Planters rapidly, also with the Freedmen
