I have made but several [[underlined]] new [[/underlined]] Contracts. It seems, as thought, the Planters thought it was only necessary to make an agreement with Freedmen, in the presence of Capt Cooper and have the [[underlined]] no. [[/underlined]] of hands, and the [[underlined]] part [[/underlined]] of crop given registered. Of course I recognize said agreements legal. Yet shall endeavor to have Planters, have the contract made (to coincide exactly with 1st agreement) out on our Blank forms. Is it not proper that I should do so?-

Col. I send you a report of all money received, the amount expended and the Sum on hands to be accounted for. I have received no Blanks - except form for Marriage Contracts. I have had some blanks - passes and summons printed. The [[underlined]] paper [[/underlined]] I furnish, some "confederate" - that was Confiscated. I expect to have blanks for Contracts printed next week. They will charge me $10.00 for 1st hundred (in duplicate - regarded as one) and $2.00 for each successive hundred - I am to furnish paper.

If you have any late orders or instructions I should be pleased to receive them. I remain very respectfully

Your O'bt Serv't,
