I have the honor to submit the following report of this office for the short time that I have had charge of it from date of Nov 1st to Nov 4th, 65  there has been no cases before me as yet of any importance.  The most of my business has been giving [[strikethrough]] rat [[/strikethrough]] tickets for rations. There has been no contracts to approve  the number of persons calling for rations seems to be increasing.  The Freedmen all appear to think that Jackson is the only place they can live and they flock here and live along someway for two or three weeks & ar taken sick or get out of something to eat and then they suppose that the government will give them rations and a place to live

Unless there is measures taken to have them at work some place there will be a great deal of Suffering
