In obedience to Gen. O. No 4, Dated, Office Act. Asst. Com'r Freedmans Bureau North Dist. of Miss, Jackson Miss, Sept 18" 1865, I have the honor to transmit to you the following report for the Month of November 1865.

In accordance to telegraphic instructions from your Office I was appointed, by Col. John S. Bishop 108" 
U. S. C. I. Comdg Post, of Okolona Miss., as Sub Com'r Freedmans Bureau at this Post and entered on my duties as such Nov 6" 1865

By Inventory found the following articles in the Office.

Two hundred and eighty eight (288) Contracts without register, some paid, others unpaid and so confused that the paid could not be distinguished from the unpaid.
 
An incomplete file of Circulars & Gen. Orders. A few Agreement, Transportation and Marriag Cert. Blanks and register of transportation.

Nov 8' Made application for Stationary and full files of Circulars & Orders, One Blank Book for Register of Contracts, one Blank Book for Docket of Cases.

Many Complaints of ill treatment were preferred by Freedmen against whites, All of which were investigated and a Majority found trivial or groundless while a Minority of the charges were proven and the offender punnished by fine
