Enclosed please find the sworn statements of four parties whom we have chosen from the evidence which comes to us daily of abusive treatment. In most cases of abusive treatment the Freedmen have done something to aggravate the white where he or she without regard to law or Justice proceeds to whip and cut the offender after their own liking. The Civil Magistrates do not seem to strive at all to correct this and will not as yet, at points distant from militry forces, take cognisance of such cases as far as I can learn.

The principal Sufferers have no funds whatever with which to prosecute the claims and Justices must have security for their costs and lawyers pay for their services or they give little aid
