Colonel,

A number of colored families are squatting in all directions ^[[insertion]] in and [[/insertion]] around the city; this appears to be a bad practice as these people are not sufficiently controlled and utterly unprotected against the malpractices of their former oppressors. 

Would it not be more judicious and beneficial to have these colonies broken up and the families collected on some confiscated plantation at a suitable distance where an encampment could be
