Sir:
In obedience to orders received from Col Donaldson A. A. Comr F. B. at Jackson Miss, I have the honor to submit the following report in relation to the anticipated negro insurrection.

About three weeks ago Cittizens reported to me that the Freedmen of my district were prepareing for an insurrection. I went to work at once to accertain the cause of the fears expressed. I found the Freedmen in the eastern portion of Noxube Co Miss holding meetings of
