[[footnote 1]] Raleigh N.C. Dear Sir, I desire to breifly inform you more definitely [[causing?]] the affair at Morehead City referred to in the telegram of Mayor Murdoch to Gov. Worth. A memorandum from Capt. Dillon Asst. Supt. informs me that the colored man is in the employ of Bvt. Maj. Chandler C.S.; that he was Arrested by the Military, at the request of the Mayor that so far from there being 50 negroes armed only two or three can be found to have arms in their possession. That the Mayor admitted that he could not receive negro testimony in his Court. Whereupon he was informed that he could not try the case — So far as I can see, Capt. Dillon has acted strictly in accordance with orders— Possibly as a citizen in military service he is liable before an ordinary Military tribunal Articles of War. Art 60: being amenable, neither to the Bureau nor to Civil Authority— Otherwise Capt. Dillons conduct has been perfectly proper— over [[footnote 1]] S. 102 Bu. R.F. & A.L. Asst. Comsr N.C.
