Respectfully returned to Capt. R. Dillon V.R.C. and Asst. Supt. Bu. of R.F. & A.L. at the last court held in this county, the jail was turned over to me as Sheriff of Carterett County N.C. with instructions to have it repaired. When you committed the within named "Freedman" I had in contemplation of having the above instructions carried out. My instructions to the Jailer was with no intention of conflicting with the order under which you [[footnote 2]] are acting hereafter the Jail is at your orders the same as the Civil Magistrates. The language attributed to me I have not used. My education prohibited such.

The Bureau has no jurisdiction over this property.  It was restored to Mrs. Hill on what was at the time deemed satisfactory evidence of ownership. The remedy against her, must be the Civil Courts  Such evidence as is produced would probably be satisfactory there, and reasonable damages could be collected from her.
