11 In accordance with instructions from Maj. Gen. O.O. Howard Commissioner of Bureau of Refugees Freedmen and Abandoned Lands, dated, Washington, September 12th 1865, the following described property, so far as the jurisdiction of this Bureau extends, will be restored to Washington Thomas, who claims to be the legal owner thereof, at such time as the lease under which the said property is now held shall expire, and on condition that the agreement made in his [[footnote 1]] endorsement of Feb'y 19th 1866 be completed with [[?]]. 

One tract of Land containing about 10½ acres on the New Berne and North River road Carteret Co, N.C. Nothing in this order is to be construed as, giving any claim upon the Government for Rents or Damages.

In reply to your letter [[footnote 1]] of the 20th Jan'y 1866 — requiring me to make return to your office of the Govt. portion of the abandoned lands, leased by me from C.T. Blakeslee Agt. Tres. Dept. agreeable to the terms of the lease. I would state that I paid the amount by installments, 1st about May or June/65 to the Agt. at New Berne, also the 2d Instmt. about July or Aug't. to the same parties at the same place. The 3d I paid to the owners of the Land Viz—Alex. Mitchell and the Heirs of Thos. McGlynn by order of Capt. H James Supt. of the Bureau of New Berne, he stating that the land was restored to the owners. Enclosed please find Copys of receipts from Mitchell and McGlynn.
