Gun back to the said Joseph Bell, without holding him responsible for the money which I paid him, for the Gun, and I have been to Mr. Matlock several times as I thought him the proper person to call upon and he refuses to give me any satisfaction on the matter and refers me to Mr. Bell for my money

Is there any law or orders prohibiting a "Freedman" from having firearms in his possession. This information I desire as it is reported to be a frequent occurrance to take guns away from "Freedman"  In some Cases, I have ordered the parties who took away Guns from Freedmen to return them, particularly in Cases of Discharged Cold Soldiers as I considered they were entitled to retain the Guns they so honorable used in defense of their Country.  And as the U.S, Govt. permitted them to purchase their Guns & equipments no local laws or customs should deprive them of that which the U.S. Govt. told them. In other cases I am not so clear, hence I request instructions

Qrs. I think the claims Valid, but believe that the Voucher as made out in the name of Jim, Colored, and so certified to have been reported would have been better, than it now stands altered for the disbursing officer.  The Voucher would have been paid by me when I was disbursing but for the alteration when presented without any affidavit.
