New Berne April 14th 1866 Dillon Respectfully returned to Capt. Dillon Asst Supt with information that there is no law or orders prohibiting a freedman having arms in his possession. On the contrary, the Civil Rights bill, which is now the law of the land expressly provides for the punishment of any functionary who discriminates against a freedman in respect to any Civil Rights guaranteed to American Citizens by the Constitution one of which is the right to carry arms. Hatsull at or near Jones Pond in the County of Carteret State of North Carolina on or about 15th April 1866 Specification II In this that he Bristow Edwards freedmen of the County of Carteret and State of North Carolina did slay and cut up the body of a steer the property of Mrs. Rebecca N. Katsull at or near Jones Pond in the County of Castinet and State of North Carolina.
