Dillon

Respectfully returned to Capt. Dillon Asst Supt with information that there is no law or orders prohibiting a freedman having arms in his possession. On the contrary, the Civil Rights bill, which is now the law of the land expressly provides for the punishment of any functionary who discriminates against a freedman in respect to any Civil Rights guaranteed to American Citizens by the Constitution one of which is the right to carry arms.
