public buildings at Morehead City N.C. The following described buildings are required in this Sub Dist Ward No. 1 44 by 65 ft; is required as a school room for freed children of Beaufort, N.C. The dining room 103 by 44 is required for an Hospital at Beaufort N.C. non contagious diseases also an office 15 by 45 for kitchen &c for said hospital some of the other buildings could with advantage be used for school purposes if moved to other parts of the Sub Dist Ward No. 6 - 44 by 65 ft. has moved to Shackles ford Banks as a quarentine hospital by order of Bvt Maj Genl Ruger. Respectfully returned to Bvt. Maj J A Seely agn for aft  with the explanation, that I received the $25 acknowledged on the 20th Apl, 66 from Raleigh with direction from H Beecher A.A.A. Genl. That if Capt Seely paid the Voucher to get Carrissa Miller's signature to the Check and send it to Capt. Seely.  I did  not take it up on my Cash account, as I intended to send the check as directed by Lt Beecher, which I will do as soon as I get Mrs. Miller's signature to it.  She lives 16 miles from here on Davis Shore. I sent her word by two parties, that I wanted her to come here for that purpose but[[?]]  yet. I have the check subject to your order

Your note of 25th Oct.
concerning the apprenticing of Elizar Jay a collored girl of this County was handed me on day before yesterday by Mr. Jay.  the facts in the case are these, as near as I am able to arrive at them, some time previous to the last session of our County Court Mr. Jay who  owned Elizar, when she was a slave, notified her mother to appear before the court and show cause why Elizar should not be farmed out.  She appeared before the Court and and selected a man by the name of Brandeis for Elizar to be bound to  Mr. Jay the former owner claimed [[inserted above line - that]] she should be bound to him, it being the practice of the Court to give Mothers the privilege of choosing homes for their children, the Court did not depart from the rule in this case, therefore, in regard of Shade Jay being the father of Elizar.  I have learned that Shade and Elizar's Mother, never lived together as man and wife.  If she was White under the law of N.C. she would be an illegitimate and the father would have no control of her, there being no evidence who was the father.  Some time after our last court I saw in some of the papers as order concerning the rule to be observed in apprenticing freedmen, and among the list was they were not to be bound when over fourteen years old.  Mr. Jay informs me that Elizar is about fifteen years old.  If I had been aware of that order before the bonding Elizar would not of been apprenticed.  I have given you the facts in the case as near as I am able to do.  You will please inform me by the bearer what I shall do in the case, and the instructions will be obeyed as the Court acted as agent in apprenticing freedmen
