The Wardens of the Poor of Carteret Co N.C.
Respectfully state that the County will not be able to meet the obligations required by Cir No 10 C.S. Bu RF & AL in Consequence of the depressed financial condition of the County

Respectfully forwarded to Lt Col S Moore V.R.C. & Supt with recommendation that the rations be continued to the dependent Freedmen of this Sub Dist for some time longer in Consequence of the depressed financial condition of this Sub Dist Viz Carteret and Onslow Counties the majority of these dependent Freedmen is in Carteret County. No rations is or has been issued for some time to any Adult less that 60 years of age or to any minor over 10 years. Viz these poor creatures being thrown on the Counties great suffering will necessary occur. I would respectfully recommend the establishment of an Orphan Asylum for Colored Children in Morehead City N.C. where there are good buildings suitable for that purpose to be had. Some Aged woman could be procured for their support to take charge of the children

Respectfully applies for a public horse to enable him to discharge his duties

Respectfully forwarded and approved.  It is impossible for Dr. Niles to effectually discharge his duties which is very important without being supplied with a public horse. Often the distance is so far to visit a patient that half the day is lost whereas if he had a public Horse it would greatly facilitate his duties.
