I have the honor to transmit herewith certain papers received from Capt [[underlined]] Eugene Pickett [[/underlined]] Bu RF and AL Savannah Ga in regard to a box of clothing belonging to freedman [[underlined]] Henry B. Clay [[/underlined]] reported a fugitive from Justice or his wife. I have the box stopped here as the Police officer was about to send it down to Morehead City when I received this paper. I would have sent it back to come through the proper channel but thought it however to insignificant and as Mayor of Morehead City ordered it stopped here (as per enclosed Telegram and letter) I referred it back to Com through the proper channell but as much time would be consumed and the poor Freedman undoubtedly wants his box I have taken the liberty to refer it to the Asst Comr through you.
