Respectfully returned to Lt Col S Moore VRC Supt with the information that it will cost the Government a few dollars more in the month by employing a boatman, than by paying the Officers transportation. The Order which placed me on duty here directs me (as I understand it) to go to any part of the Sub. District when my presence there is necessary without further orders. Am I authorized to collect expenses incurred on certificates that the journeys were performed on public business without Orders notwithstanding enclosed copy of Order

Respectfully forwarded to Bvt [[underlined]]Major F A Seely[[/underlined]] A.A.A.M. to Lt Col S Moore VRC Supt for instructions in this matter. When I was assigned to duty in this Sub District per enclosed Copy of Order, I found amongst the Qr Mr property this horse. Subsequently Bvt Major [[underlined]]F.A. Seely[[/underlined]] AQM late Superintendent of E Dist of N.C turned over to me the QM property in this Sub Dist as per enclosed copy of invoice. A [[underlined]]horse[[/underlined]] is absolutely necessary here to enable me to discharge my duties as it is necessary for me to go occasionally to Onslow County (which forms part of this Sub Dist distance about 100 miles) particularly when rations are issued. Horses cannot be hired which is the only means of transportation through the County particularly in the planting season. Even if horses could be hired it would be cheaper to hire a public horse here than to hire one when necessary to go on public duty. If it is ordered that the Qr Mrs property at these Hd Qrs be turned over to the director by Col Stubbs I would respectfully recommend that Bvt [[underlined]]Maj TP Johnston[[/underlined]] Chf Qr Mr receipt to Col Stubbs or Lt Aldrich for the horse and that it be retained here.
