Respectfully forwarded to Bvt Major A W Bolenius Actg Supt with the recommendation that Lieut Kendall be ordered to furnish rations necessary for the Freedmans Hospital at Morehead City NC in the Sub District of Beaufort NC or that Dr Niles be authorized to draw in bulk the latter may be the best arrangement as the patients in this hospital use all the rations allowed

I furnished Rations as Dr Niles requested.

Sir

In view of Genl Sickels order prohibiting the elections of Civil Officers, I would respectfully inform you that the term of the Mayor and Commissioners of this town will expire on the 6th day of May 1867 and as the election would be held under the Charter of the Town on the 6th day of May 1867, As no election will be held Officers should be appointed, in conformity to Genl Sickels Order to administer the duties of the present authorities.

I would also respectfully request to be informed if men who were magistrates, before the war

having taken the Oath of Office, part of which was to support the Constitution of the United States, and during the Rebellion continued to act as magistrates without taking any Oath to the Rebel Authority

Are they amongst the excluded by the Reconstruction Act. They were not in any other way connected with the Rebellion
