Articles of Agreement made and entered into this thirteenth day of April. A.D. 1868. between Brvt Major J.M. Brown, Disbursing Officer Bureau Refugees Freedmen and Abandoned Lands of the one part, and W.S. Chamberlain and John L Miller both of Washington City, District of Columbia of the other part.

This Agreement witnesseth, That the said Brevet Major J.M. Brown, D.O. Bureau of R.F. & A.L. for and on behalf of the United States of America, and the said W.S. Chamberlain and John L. Miller, their heirs, executors, and administrators, have covenanted and agreed and by these presents do mutually covenant and agree, to and with each other as follows, namely:-

First . . . . . That the said W.S.Chamberlain & John L Miller shall furnish  all the material and labor required in painting [[strikethrough]] the [[/strikethrough]] ^[[thirty eight]] tenement houses ^[[more or less]] now being erected by the Bureau Refugees F.A.L. on square No 1954 "Capitol Hill" Washington D.C.-

Second . . . . That all the outsides of the buildings, fronts, ends, doors, door and window frames and all outsides work, usually painted shall receive two( 2) coats of paint, and all inside work, usually painted shall receive two (2) coats of paint.

Third . . . . Grafton and Prince metallic paint, white lead either "Eagle" or "Lewis," and linseed oil to be used, all the material to be furnished and to be the best of its kind, and all work done to be in the most thorough manner.

Fourth . . . . . In consideration whereof the said W S Chamberlain & John L Miller, shall receive  therefor the sum of Forty Five ($45.) Dollars for each house after the completion of the work and after inspection and acceptance by a designated officer of the Bureau Refugees Freedmen and A. Lands.
