Articles of Agreement made and entered with this twenty first day of May. A.D. 1868. between Brevet Major J.M. Brown, Disbursing Officer Bureau Refugees Freedmen and A.L. of the one part, and Michael J. Fenton of Washington City, District of Columbia of the other part.

This agreement witnesseth, That the said Bt Major J.M. Brown, D.O. for and on behalf of the United States of America, and the said Michael J Fenton, his heirs, executors and administrators have covenanted and agreed, and by these presents do mutually covenant and agree to and with each other as follows, namely:

First . . . . . That the said Michael J. Fenton shall dig the foundation way, and lay the foundation wall, for the tenement houses now being constructed by the Bureau of R F and A.L. at square No 1054. Capitol Hill; Washington D.C.; the said foundation way to be one (1) foot deep, and one & one half (1 1/2) feet broad, the dirt to be thrown in front of, or under the buildings, as may be directed by the Agent of the Bureau in charge  of the work; and the said foundation wall to be of stone, eighteen (18) inches broad, and of proper  height, beginning one (1) foot below the surface.

Second . . . . . The said Michael J. Fenton shall furnish all the labor required in the construction of the above work (the sand, lime, & stone to be furnished by the Bureau R F A.L), and all work done under this contract to be executed in the best manner.

Third . . . . In consideration whereof the said Michael J. Fenton shall receive therefor the sum of ($230,) two dollars and thirty cents for every perch of said wall, completed as above, provided that, no payment shall be made
