Dear Sir
Mr Joseph Forrest of St Marys County has written me a letter informing me that the Wharf at his Landing will be sold on the 13 instant together with other property on his farm by authority of the Freedmans Bureau. I am counsel for the owners of the Weems Steamers and as such cannot advise the owners to purchase the Wharf unless it meets the approbation of Mr Forrest, first because the land on which the Wharf is built belongs to Mr Forrest, the freehold in the land has not been [[diverted?]] and secondly because Mr Forrest has the right of way. In his letter to me, he says all the timber to build the bridge was taken from his land and he thinks under all the circumstances the Bureau ought to give him the Wharf. His suggestions I think are entitled to consideration and I trust that you will be as moderate towards him as your duty to the Bureau will allow you. Mr Forrest in his letter also states, that you are not willing to allow him more than one fourth of the crop of
