Thomas. N. C. B. Chrmn of Committee appr'd to investigate charges of cruelty to inmates of Brooklyn "Home for Freed children".

Encloses extract from "The People's Journal" of 23rd inst. showing the disposition made by [[underlined]] Gen. C. H. Howard [[/underlined]] of the report submitted to him - claims on behalf of the cold. people that further action be taken, as many who had been severely punished, were not called upon to testify. Desires that [[underlined]] Mr. Wilson and the Matron [[/underlined]] should be removed and requests the [[underlined]] Commr. [[/underlined]] to visit the [[underlined]] Board of Directors of the Afrcn Civ'n Society [[/underlined]] to confer upon the subject. Charges [[underlined]] Mr. Wilson [[/underlined]] with matters of self interest & making afectitious[[guess]] contract &c. &c. & further wishes to ascertain the opinion of the Commr. as to the [[?]] of the subject. &c. &c.
