General I would respectfully report that Lewis Gaskins dependent, is disinclined to obey cheerfully the regulations of the village, and recently I have discovered that he bring whiskey into the village, to vend or give away; He has lost a leg, though not in the U. S. service; has an artificial leg, furnished by the Bureau; is otherwise able bodied; and in my opinion, well able to support himself. I would also call attention to the case of Robert Harrington, he was employed while living in Alexandria by Capt Lawrence in January last as Shoemaker; sometime in April last he was discharged by your order; since then I find he has been living here with a woman, whom he called his wife, and one child, as dependents, by order of Capt. E. B. Gates; As soon as I discovered the fact I discharged the family; they went to Alexandria where their friends resided; on Friday last — the woman came her with her father, and both assured me that Harrington had refused to support the woman and child longer, and had refused to give her, her clothing &c &c. Moreover that they were never married
