KAISER'S AERIAL MILITARY MANŒUVRES. 
Emperor William, realizing the important role which aerial navigation is likely to play in the next great war, has started his soldiers practising firing with rifles and with artillery at balloons in midair. The practice is being carried on more particularly in the neighborhood of Dantzic. Small balloons of the capacity of one hundred cubic metres are being sent up and aimed at with small arms and heavy guns, and much bigger balloons, held captive by cables three thousand feet in length, are towed within range of the coast batteries, at distances varying from three to nine miles, and then shot at. The practice, which partakes largely of an experimental character, is being watched with much interest by the officers of the general staff of the German army, especially by those attached to the artillery and ballooning departments, and is exciting attention on the part of military men all over Europe. It is probable that the example thus set by the Kaiser will be followed by most other powers, as it is universally conceded that airships will figure far more largely in forthcoming wars than ever before, especially now that the problem of controlling the direction of their flight has been solved. It has remained, however, for Emperor William, with his wonderful spirit of initiative, not only in military matters, but in almost every other phase of human activity, to impress upon the world the necessity of devising practical means of defence against hostile airships and to lead the way in training soldiers to deal with this novel method of warfare.

AERONAUTICAL CONGRESS.
Airships Are to Be Shown at the Jamestown Fair.
NORFOLK, Va., April 16.-Inventors, promoters and those "just merely interested" in aerial navigation from all parts of the world will attend the Aeronautical Congress at the Jamestown Exposition.
Scores of letters have been received from the leading spirits of the airship movement expressing their intention to bring their latest exhibits to the Exposition. A big building specially erected for this purpose will house the exhibits of most modern types of aeroplanes, helicopteres, flapping-wing machines, the big airships, the gas balloons, kites, motors and other inventions in the interests of aerial transportation.
Awards will be given by the exposition company for the most original, practical and novel designs shown by inventors.
The Aeronautical Congress will convene on Oct. 24, when well known scientific men interested in the subject will address the meetings.
The Aero Club of New York will be well represented in the exhibits and contests.

Visitors to Jamestown Will Be Taken from Grounds to Warships in Harbor.
