Office of Provost Marshall
Eastern Dist. of Charleston
June 30th 1866

Major:
I have the honor to acknowledge the receipt of your letter of the 26th inst. enclosing copy of an extract from Report of Capt Clark and referring to stoppages from the pay of the freed people.

In answer I would say, that I know of no stoppages of any kind whatever from the pay proper of the people except clothing which was charged on the proper Rolls. And any money that was not paid direct to the people by the paymaster was receipted for by me and was given to them and their receipt taken therefor.

I am, Major,
Very respectfully
Your obt Servant
Edward F OBrien
