The General Assessment of Real Estate in this City is conceded by all to be considerably below its cash value, and I have no knowledge of any property having been sold, but what it has brought more than the assessment. Such being the case I have no hesitancy in saying that any property rented or leased at the rate of Six 
per cent on the assessed value is extremely low were I to rent at such a rate I should insist on the parties renting to pay all taxes and expenses, that might be levied by the Corporation in addition to the rent
