Lloyd, a citizen of the District of Columbia, Brevet Major J.M. Brown, A.Q.M. Bureau R.F & A.L. and one other person to be designated by them, will constitute a Board of Referees to determine the rate of Rent to be paid for the ground, upon which are situated the East Capitol Street Barracks, in possession of this Bureau The Board will meet at the office of Major J.M.
