East Capitol St Barracks Washington D.C - July 7th 1866 - Bvt. Gen'l. C.H. Howard Asst Commissioner. Sir. By request from your office I made an Estimate of the probable expense of furnishing these barracks with funnel, and putting it up in a manner to secure the barracks against fire, and to improve them in appearance - I reported that in my judgment, ($120,) one hundred & twenty dollars would cover the entire cost, and was directed by Maj. Brown A.Q.M. to have the work done, restricting me to the Acct above stated. I gave my order to Mr. [[Honader?]] who, for the entire security against fire added (90) ninety collars for receiving the small pipe, instead of cutting holes through the large pipe as I had designed, increasing the expense about $35.10 - thereby; I am very confident this improvement will be approved by you as justifying the extra expense incured; there are also, a few other items in this bill which I did not consider in my estimate, which I have found
