General:

I have the honor to request that the pay per month of WF Spurgin, late Cap't 100th U.S.C.T. now Local Superintendent, Washington D.C. be deffinatly fixed, even dollars in amount.

Section 4, Act of Congress to continue in force and to amend "An Act to establish a Bureau for the relief of Freedmen & Refugees &c," provides that Officers now on duty in the Bureau, whose Regiments or Corps have been mustered out, may be retained with the same compensation as is now provided by law for their respective grades._  This compensation varies in different months, and may or may not include commutation of quarters and fuel._
