My dear Mr. Secretary:
Your letter of October 9 to Secretary Ickes, concerning the XR-4 helicopter purchased by the War Department from the Vought-Sikorsky Aircraft Division of the United Aircraft Corporation, has been referred to me for reply.
I have read with interest the flight report prepared by Maj. H. F. Gregory, Air Corps, on the performance of this aircraft and am very glad to concur in the recommended expenditure of an additional $10,000 to cover the suggested structural and aerodynamic improvements.
