I have the honor to report that on Saturday 13" inst. I inspected the tenements occupied by Freedmen at East Capitol St. Barracks.

The drainage being so imperfect water was standing several inches deep over the greater portion of the grounds, at the time of my visit. I would recommend that as a partial remedy the plank drain already begun, be extended through the Camp. For this purpose about 680 feet of inch plank will be needed. The work can be done by the police force under direction of the Superintendent.
