This may certify that John Carr who has acted as watchman here for some time past was faithful in the performance of his duties as far as I know, and has my confidence & respect. If by an inadvertent remark to Gen. Howard any thing was understood us wishing his removal I am very sorry. Surrounded as we were at that time by those who [[strikethrough]] who [[/strikethrough]] seemed desirous to injure us, I feared this influence, but from no circumstances was I warranted to object to his conduct either before or since that time. Any thing that may have led to my remark to Gen. Howard, I believe now, to have been unwarrantable suspicion on the part of any who may have made it to me.
