Abbott Hospital Freedmen's Village Va. February 20th 1867 Bvt. Brigd. Genl. C. Howard Asst. Com. D of C. Bureau R.F. & A.L. General I have the honor to inform you that one of the pipes that lead from the main Hydrant Pipe to the Wards of the Hospital has bursted and the Wards are in consequence thereof badly supplied with water.
