General:
I have the honor to commend to your favorable consideration, Mr. J. J. Ott, one of the transportation clerks at this Office. He is thoroughly conversant with all matters relating to transportation, and a faithful and deserving clerk.

The recent order directing the transfer of that particular duty to your Bureau, makes the reduction of my present clerical force, a necessity, otherwise I would not part with Mr. Ott. 

I deem it advantageous to the Government to retain that gentleman in the position he now so worthily fills.
