Sir

I would respectfully submit that if you have no 
objection, the Sewing women will be paid in unmade garments - labeled so as to give you no trouble in the issue and reported the same as if actually made.

In this case we shall turn over the  entire manufacture of the school to the Gov't and the women will receive the value of their labor in garments (unmade) which these women prefer - as they all depend upon their exertions for daily bread, and can make  up their own garments when not otherwise employed.

Will you please instruct us in this matter.
