The enclosed report by Dr Wheeler has been made at my suggestion.

Since the grading of South A St. the grounds on which our privy stands is much lower than the grounds around it β€” the water sittles there, & the leakage of Privy boxes &c forms a pool of filth that we cannot get at to remedy the soil, the ground under the Privy being saturated I think best to remove it from the street, to the center of the grounds occupied by us.

I would therefore respectfully request that a carpenter be employed to remove the Privy β€” & 500 feet of lumber & 20 lbs 12d nails be furnished.

I have the honor to call your attention to the bad condition of the Privy at these Barracks. I understand that complaint is made by parties residing near, of the odor reaching them. I am aware that you are doing all that is possible in the way of having it frequently cleaned out and limed β€” But I am satisfied that it will always be a nuisance where it is, and I would suggest as a necessary sanitary precaution that it be moved to the Centre of
