Sir,

The Chapel on 23d bet G & H. donated to the Coloured people in this city, by the Secretary of War, is so evidently in need of the ordinary defence, of blinds to the windows (eleven), that I take the liberty of petitioning you for help in this matter — as also for a paling fence around the lot.

The building is to be used at once for a School for Coloured Children of freedmen and we hope to carry on a good work among them. They will in due time be able to provide for themselves, and will bear your department in grateful remembrance.
