Properly approved requisitions having been forwarded to these Headquarters by the Disbursing Officer for the State of South Carolina for one (1) ambulance and two (2) sets of ambulance Harness required for the purpose of transporting sick Freedmen to the Hospital at Columbus, S. C., the same being absolutely necessary for the public service, Maj. J. M. Brown, Disbursing Officer of this Bureau on duty at Washington, D.
