III ... The Disbursing Officer of this Bureau for the State of South Carolina, having forwarded to these Headquarters, properly approved requisitions for the following described articles of clothing required for issue to destitute Refugees and Freedmen in Bureau Hospitals and Asylums, viz:-

Two thousand (2000) shirts, Two thousand (2000) pairs of drawers and One thousand (1000) pairs of trousers, and there being no supplies on hand to fill said requisition, the Chief Quartermaster of this Bureau will cause to be purchased in open market, on the most advantageous terms possible, the supplies so estimated for, and will directly the same to be transferred and shipped to James P. Low, Agent & Disbursing Officer of this Bureau at Charleston S. C.
