I find it necessary to call your attention to the cistern and well at the Colored Orphan Home Washington D.C. The Plumber that went to the Home said the pump in the cistern was a good one, but it would be worn out in a months time if they continued to use it, there is so much sand in the cistern, therefore the Matron has not allowed the servants to use the cistern water, all the water used for bathing the children, and washing the clothing has to be carried from the kitchen and south wing of the house The board flooring over the cistern
