The Commonwealth of Massachusetts In the Year One Thousand Nine Hundred and Twenty AN ACT To regulate the Use of Aircraft. 1 Whereas, The deferred operation of this act would tend 2 to defeat its purpose of protecting citizens of the com- 3 monwealth from damage by aircraft; therefore it is 4 hereby declared to be an emergency measure necessary 5 for the immediate preservation of the public convenience.
