5 place or contrivance used in connection with aircraft
6 without first securing a license so to do from the mayor
7 and city council of any city of the selectman of any 
8 town in which such establishment, place or contrivance is
9 located. Such license shall be granted under such rules 
10 and regulations as may be established by the registrar of 
11 motor vehicles subject to the approval of the department
12 of public works of the commonwealth. A fee for any
13 such license shall not exceed twenty-five dollars.

1 SECTION 2. No license shall be granted under the pro-
2 visions of this act until the person applying therefor has 
3 filed with said registrar of motor vehicles a bond with
4 sureties or other security on such terms and conditions
5 and in such amounts as may be approved by the attor-
6 ney general of the commonwealth conditional for the 
7 payment of all damages to persons or property within the 
8 commonwealth which may be caused by the construction,
9 maintenance or use of the establishment, place or con-
10 trivance so licensed, or of any aircraft constructed, 
11 assembled, repaired, sold, operated or used thereat.

1 SECTION 3. Operators and owners of aircraft shall be 
2 liable for all damages to persons or property caused by
3 them in any manner through the use or operation of any 
4 aircraft whether such damage is caused by wrongful 
5 intent, negligence or not.
