Sir:
Having constructed or repaired a School building or buildings situated at  in the State of  upon land owned by your association, Corporate Body, or Board of Trustees and Said Buildings being now borne upon the property returns of this Bureau as the property of the Government, you are hereby notified that upon filing in this Office a guarantee, signed by the proper Officer of your body duly empowered for that purpose, that such buildings or the proceeds of their rental or Sale, be denoted perpetually to educational purposes, never excluding pupils on account of race, color, or previous condition of Servitude, the same will be transferred to your Association in accordance with law.
