War Department Bureau of Refugees, Freedmen, and Abandoned Lands, OFFICE CHIEF QUARTER-MASTER Washington, Nov, 24, 1868 SPECIAL ORDERS } No. 61 } Bt. Lieut. Col. J M Brown, Disbursing Officer BRFAL, will, at once, cause to be erected in the vicinity of the building known as "Howard University," and upon the land occupied by that corporation, a stable, carriage-house, forage-room, and mess-house for the employees, required in and about said stable. These buildings should have capacity for (25) twenty five horses, and (8) eight vehicles. The site of the buildings will be selected by Col. Brown, under the sanction of the proper representative of the "Howard University." As far as practicable, second-hand lumber, and building material will be used in construction of said buildings.
