Bureau R F and A. L.
Office Supt Lincoln Buildings
Washington D. C. Dec. 1" 1868

Maj. W. L. Vanderlip
Inspector and D. O.

Maj

On account of the ground being low at the North end of the alley ways - between the 1" and 2", and 3" and 4" rows of houses at Lincoln Buildings, and there being no outlet for the water, the yards of the tenements at that end of the Buildings are often overflowed, making it almost impossible for the tenants to use them, particularly after a heavy rain.

I would respectfully suggest that Mr Evans (Plumber) be requested to attend to this as soon as possible -

Very Respectfully
your Obedient Servant
W. H. H. Fithian
Supt Lincoln Buildings
