No claim will be admitted for demurrage, unless it be distinctly stated in the certificate of the consignee, that the detention was at his instance, or from no fault of the officers or crew of the vessel; and in the event of the vessel having been ordered to a destination different from that fixed by the Bill of Lading, a written order for the change, from the consignee, will be required
