I have the honor of saying that the Commissioner, Genl. O. O. Howard directs me to ask that you will make out complete vouchers for the enclosed articles bought by direction of Genl. C. H. Howard for the Industrial School; which vouchers Gen. O. O. Howard says he will then order to be paid. I can say that the number and description of the articles as purchased by Mr. Smith (with the price) is correct, and I enclose to you Mr. S's letter giving the reasons why he wants the papers complete and the pay ready when the goods are received on board the steamer.
