General:

The Free Baptist Miss. Society, under the American Missionary Assoc'n is sustaining a Normal School in Harper's Ferry.  Fifty three scholars are in process of training to become teachers under three teachers.  The expense of this school makes a very heavy draft upon our funds.

We are informed that you make special appropriations for this sort of school.

The school is taught and students room in buildings owned by the Baptist Society not rented by the Government.  The buildings are worth twenty five thousand dollars.  I respectfully ask that we be
