(7) There shall be made available to Dr. Carmichael an automobile and the services of a chauffeur, both to be provided from the income of the Trust Funds of the Institution. 

(8) Dr. Carmichael will be reimbursed for travel and other expenses incurred incident to the performance of his official duties. 

WHEREFORE, the parties hereto have hereunto set their hands and seals, the day and year first above mentioned.

On motion duly made and seconded, the Board approved the foregoing contract, and authorized the Chancellor to execute it on behalf of the Regents. 

The Chancellor then stated that Dr. Leonard Carmichael had been elected unanimously by the Board as Secretary of the Smithsonian Institution in accordance with the contract just approved. 

In discussing the nomination of Dr. Leonard Carmichael, as Secretary of the Smithsonian Institution, Dr. Compton commented as follows: 

"The Smithsonian represents in the broadest aspects the concern of the United States with useful knowledge. This Institution is in a real sense the heart of our nationally sponsored science and culture. Experience has shown that both science and culture are of vital importance to the welfare of the nation. Our task is to see to it that the nation's interests in this regard, insofar as they are properly centered around the Smithsonian Institution, are safeguarded and cultivated.
