In accordance with the above recommendations by the Commission, the Secretary submitted the following resolution:

RESOLVED:  That the Board of Regents of the Smithsonian Institution hereby approves the recommendations of the Smithsonian Art Commission that David E. Finley, Paul Manship, Eugene E. Speicher, and Archibald Wenley be re-elected members of the Commission to success themselves for the usual four-year period.

On motion, the above resolution was approved.

The status of Trust Fund Employees was considered on December 8, 1952, Chairman Ramspeck of the Civil Service Commission addressed a letter to Secretary Wetmore in which he raised a point regarding personnel receiving their compensation from Trust Funds.  In brief, he stated that since the inclusion of these people in the Civil Service Retirement schedule was based on the Commission's belief that such personnel are employees of the Federal Government, he requested a statement to show why these Trust Fund employees should not be subjected to other Civil Service regulations.  An interim reply was made in which we indicated that this matter would have to be brought before the Board of Regents at their annual meeting on January 16, 1953.

It may be brought to the attention of the Regents that at their Annual Meeting held on January 17, 1947, the Board approved a resolution under which consent was given to officers and employees of the Smithsonian Institution paid from Trust Funds to accept the benefits and privileges of the Federal Retirement System, as well as to assume the obligations and duties legally applicable to them under that system as presently constituted; provided "That the Board of Regents of the Smithsonian Institution does not
