SMITHSONIAN INSTITUTION   1397

After discussion, on motion duly made, seconded and carried it was VOTED that the details concerning steps necessary to reserve future sites for the expansion of Smithsonian Buildings be left to the Executive Committee with power.

CONSIDERATION OF PROPOSAL THAT ADMISSIONS BE CHARGED AT SMITHSONIAN INSTITUTION BUILDINGS

The Secretary stated that a member of the Subcommittee on Appropriations, which this year heard the Smithsonian budget request, had inquired about the advisability of charging small admission fees at some Smithsonian Buildings. The matter was generally considered by the Subcommittee on Appropriations.
As a result of discussion by members of the Board, on motion duly made, seconded and carried, it was
VOTED that because of the spirit of James Smithson's original bequest, and the specific prohibition of any admission charges in deeds of gifts of certain of the buildings of the Smithsonian Institution and because of the nature of other gifts to the Smithsonian Institution, this Board registers its present unfavorable attitude to the establishment of admission charges at the buildings under the administration of the Smithsonian Institution.

CONSIDERATION OF NON-CIVIL SERVICE STATUS OF SO-CALLED TRUST FUND EMPLOYEES OF THE SMITHSONIAN INSTITUTION

The Secretary reported on the question discussed at previous meetings of the relation between the Civil Service Commission and Trust Fund employees. After discussion on motion duly made, seconded and carried it was
VOTED that the Board again affirms that the Trust Fund employees of the Smithsonian Institution are not and never have been subject to Civil Service procedures, notwithstanding their coverage under the Retirement Act pursuant to the specific consent of the Regents of the Institution
